Today, 21 January 2016, the International Criminal Court in the Hague will begin hearing charges against Dominic Ongwen. The first Lord's Resistance Army (LRA) commander to appear before the court, Ongwen's case raises important questions about accountability and justice. Ongwen was abducted by the LRA when he was a child and forced to fight for the group. At what point should the line be drawn between victim and perpetrator?
