The Jalalabat Regional Human Rights Organization (Spravedlivost) works to promote human rights in Jalalabat, Kyrgyzstan. The organisation was created in 1994.

Since events in 2010, discrimination against ethnic minorities, especially Uzbeks, has become widespread. Spravedlivost has been working to monitor places of detention and human rights violations, as well as to promote the reform of policies, laws and practices in line with international standards on  human rights.

Through its monitoring activities, Spravedlivost uncovers cases of torture and mistreatment, and encourages victims to file complaints. It also works in conflict prevention. Spravedlivost offers free legal aid to the most vulnerable groups in society, many of whom belong to ethnic minorities.


  • In 2010, violence between ethnic Kyrgyz and the Uzbek minority in the south of the country led to hundreds of deaths and thousands being displaced. The Independent Commission of Inquiry established to investigate the matter found serious violations of international and national law and issues recommendations to help build peace, stability and reconciliation in the country.
  • In 2014, the organisation started the Building Trust and Confidence Among People, Communities and Authorities Project, funded by the peacebuilding fund of the UNDP. This project focuses on conflict sensitivity and effective problem solving methods within the local self-government structures. The activities include legal assistance, implementation of community-based peacebuilding initiatives, monitoring, analysis and advocacy. The project's beneficiaries are 42 communities in Osh, Jalalabat and Batken region. The implementation period is 1.5 years.
  • In 2015, Spravedlivost is implementing a programme to raise the availability of reliable and detailed information about human rights in remote regions of the Kyrgyz Republic in order to promote the defense and protection of human rights and civic freedoms, and raise the level of legal knowledge and citizen awareness of their basic rights.

The organisation's regional network in the Jalalabat region includes 8 independent local organisations in the field of human rights, which operate as branches.

Spravedlivost was the 2014 winner of the Max van der Stoel Award for its outstanding work in improving human rights in Kyrgyzstan. The award from the Organization for Security and Co-operation in Europe (OSCE) recognised its support on protection of minority rights in the country.
